What is Senate Bill 1 (SB1)

• SB1 was signed by Governor Beshear on March 26th, 2009, that revises the assessment and accountability system for P-12 education.
• Revision of standards to increase the rigor and focus the content of P-12 education, increasing the number of students that are college ready.

Unified Strategies

Senate Bill 1 (SB1) called upon Kentucky Department of Education (KDE), in collaboration with the Council of Post-Secondary Education (CPE), to develop a unified strategy to reduce college remediation rates and increase graduation rates of postsecondary students with college readiness needs. In May 2010 a unified strategy and implementation plan was developed. It included measures to asses progress toward SB1 goals. The plan was developed around four key strategies promoting college and career readiness:
 

1. Accelerated Learning Opportunities (focusing on the expansion of Advanced Placement and International Baccalaureate credit access and dual credit opportunities)
2. Secondary Intervention Programs (focusing on the development and implementation of transition coursework)
3. College and Career Readiness Advising (focusing on the full implementation of the Individual Learning Plan and comprehensive advising programs)
4. Postsecondary College Persistence and Degree Completion (focusing on bridge programming, accelerated learning opportunities, and student support & intervention systems)

Goals and Timeline

• Goal 1: Reduce college remediation rates by at least 50% by 2014 from what they were in 2010
• Goal 2: Increase the college completion rates of students enrolled in one or more remedial classes by 3% annually from 2009 to 2014
