Norma Hogge leaves MSU Foundation a planned gift in memory of her children

The late Norma Hogge wanted to ensure her children were remembered and that future generations of Rowan County students had the financial assistance needed to obtain a college education. In 2002, through the MSU Visionary Society, Hogge established a charitable gift annuity with the MSU Foundation. Upon her passing in 2020, this annuity established the Elijah M. Hogge Jr. and Tina Leslie Hogge Scholarship Endowment.   

Hogge and her late husband, Judge Elijah Monroe Hogge (Class of 1937), called Morehead home for many years. The couple met and married in California while Elijah was serving as a lieutenant in the United States Navy during World War II. Following the war, they returned to Kentucky where he became an attorney and judge. He was the first secretary of transportation and the first secretary of public protection and regulation in Kentucky. He also served as the Commonwealth Attorney for the 21st Judicial District.   

The couple had two children who preceded them in death at a young age. Their daughter, Tina Leslie Hogge, passed away in 1960. Their son, Elijah Monroe Francis Hogge Jr., passed away in 1966. To honor them, they committed to support the educational needs of other Rowan County students. The couple supported the University in various ways throughout the years. They gifted property to MSU and provided annual contributions.   

The couple was actively involved in the community serving various philanthropic causes. Elijah served as a treasurer and board member of the Northeast Kentucky Hospital Foundation, which established St. Claire Regional Medical Center (now St. Claire HealthCare) and was on the board of directors for the Citizens Bank of Morehead.  

In December 1995, Elijah was awarded an honorary Doctor of Public Service from MSU. He passed away in 1996 and former MSU President Dr. Adron Doran officiated his funeral. Norma continued to live happily and independently for 24 years pursuing her many interests of arts, garden clubs, Chi Omega Alumnae, golf, tennis and dancing competitively with Fred Astaire Studio of Sarasota, Florida, which took her to Italy, France, Spain and Cuba. Norma passed away in April 2020 at the age of 100.   

Upon her passing, the MSU Foundation was the trustee of the Norma Hogge Charitable Remainder Annuity Trust. Through this annuity, the Elijah M. Hogge Jr. and Tina Leslie Hogge Scholarship Endowment was fully funded. This endowment, now valued at nearly $600,000, will support scholarships for generations to come. Recipients of the scholarship must be graduates from Rowan County High School with a minimum 3.0 cumulative GPA.
