Tuition Waivers

  • Foster/Adopted Child Tuition Waiver - The Tuition Waiver for Foster and Adopted Children waives the cost of tuition and mandatory fees at all of Kentucky’s public 4 (year) universities as well as all the colleges and institutions of the Kentucky Community and Technical College System (KCTCS). The tuition waiver only covers tuition, mandatory facility fee and mandatory student recreation center fee. It does not cover books, course fees, housing or any other charges the student may incur.
  • Police/Firefighter Tuition Waiver - For the child or non-remarried spouse of a person who was a Kentucky resident on becoming a law enforcement officer, firefighter or volunteer firefighter and who was killed in the line of duty or died from a service-connected disability. This waiver covers full tuition.
  • Veteran Tuition Waiver - For families and dependents of Kentucky Veterans
  • MSU Employees & Dependents Tuition Waiver Form

The Tuition Waiver for Foster and Adopted Children waives the cost of tuition and mandatory fees at all of Kentucky’s public 4 (year) universities and all the colleges and institutions of the Kentucky Community and Technical College System (KCTCS).

How to apply:

  • The student completes Section 1 of the Tuition Waiver for Foster and Adopted Children form, located on the Financial Aid Forms page under Tuition Waiver.
  • The student submits the form to the Morehead State University Office of Financial Aid. You may submit the form via email to finaid@moreheadstate.edu.
  • The tuition waiver application will be processed and sent to the Cabinet for Health and Family Services (CHFS) to verify eligibility.
  • Once CHFS confirms a student is eligible and has enrolled in classes, the tuition waiver is added to the student’s account.

Eligible students include:

  • Those currently committed to the Cabinet for Health and Family Services.
  • Those who aged out of Kentucky’s Foster Care System on or after their 18th birthday.
  • Those who were adopted from Kentucky’s foster care system.

Eligible students must:

  • Students must use the benefit within four years of graduating high school or obtaining their GED.
  • Complete the Free Federal Application for Federal Student Aid (FAFSA).
  • Maintain good academic standing at the college.

  • The waiver of tuition and mandatory fees (facility fee & student recreation center fee) will apply to both undergraduate and graduate programs.
  • It does NOT cover the cost of books, housing, course fees or any other charges the student may incur.

Students will be eligible for the waiver for up to 150 credit hours earned (consecutive or nonconsecutive) or up to 28 years old, whichever comes first.

Complete the Police/Firefighter Tuition Waiver Request form and your supporting documentation.

For the child or non-remarried spouse of a person who was a Kentucky resident on becoming a law enforcement officer, firefighter or volunteer firefighter and who was killed in the line of duty or died from a service-connected disability. This waiver covers full tuition.

Supporting documentation includes:

  • Proof of relationship to the deceased (birth certificate or official court adoption paper, or marriage certificate for a spouse) and
  • The circumstances of the death must be provided in writing by official documentation to process this waiver.

For the child (over age 17 and under age 23) or non-remarried spouse of a person who was a Kentucky resident on becoming a law enforcement officer, firefighter or volunteer firefighter and who was permanently and totally disabled in the line of duty. Full tuition for up to 36 months.

Supporting documentation includes:

  • Official proof of relationship (birth certificate or official court adoption paper or marriage certificate for spouse) and
  • Official documentation of the qualifying disability.

You may qualify if one of the following is true of the veteran:

  • Died on active duty.
  • Died as a direct result of a service-connected disability as determined by the U.S. Department of Veterans Affairs.
  • 100% service-connected disabled.
  • Totally disabled (non-service connected) with wartime service as deemed by the U.S. Department of Veterans Affairs or Department of Defense.
  • They are deceased and lived in KY at the time of death and served during a wartime period.
  • An award from Social Security Administration is not acceptable.

Students should visit the Kentucky Department of Veterans Affairs website, which links to the Tuition Waiver Application.

The Department of Veterans Affairs determines student eligibility for the Kentucky Veterans Tuition Waiver and will notify the student and the university.

Students are responsible for requesting to use their eligibility by completing the Kentucky Veteran Dependent or Spouse Tuition Waiver form (this is not the same form as the application to the Department of Veterans Affairs and is only used at Morehead State University.) Please complete this form each semester you enroll at MSU.

The Department of Veterans Affairs will determine your eligibility and notify you which Kentucky Veteran tuition waiver you are eligible to receive.

UNDER KRS 164.505: You have unrestricted use.

UNDER KRS 164.515 or KRS 164.507: When any of the following are met, you have used all benefits:

  • 45 months of receiving benefits
  • finish one degree, or
  • reach the age of 26. (There is no age limit for an unmarried widow or widower for KRS 164.507).
