Census Certification

A census certification must be completed for each course to determine which students are attending for financial aid purposes.

Financial aid distributions to our students depend on every instructor certifying their attendance/active engagement in each course by a particular “census date.”  FAILING TO CERTIFY CAN IMPACT YOUR STUDENTS’ FINANCIAL AID AND/OR CAUSE THEM TO BE DROPPED FROM THEIR COURSES.

Process 

Use the criteria below to determine whether each student on the course roster is in attendance and actively engaged in your class at any point this term.  Active engagement is defined by 34 CFR 668.22(1) and 600.2 as:

  • Attending a synchronous class, lecture, recitation, or field or laboratory activity, physically or online, where there is an opportunity for interaction between the instructor and students
  • Submitting an academic assignment
  • Taking an assessment or exam
  • Participating in an interactive tutorial, webinar, or other interactive computer-assisted instruction

NOTE:  Academic engagement does not include (only) logging in to an online class or tutorial without further participation, living in institutional housing, participating in the institution’s meal plan, or participating in academic counseling or advisement.

You may certify your roster only once. Please be sure you have evaluated each student before you certify your course.

Special Cases

If a student is excused by the University for military service, do not mark that student as never attending. We will keep their financial aid as “pending” and will check in with you upon their scheduled return. 

If a course is team taught with another instructor, you will need to coordinate your data entry. Only one of you will be able to submit and certify.

To complete your census certification:

  1. Log into the MyMoreheadState portal and select the Faculty card.
  2. Select the desired course section.
  3. Click on the CENSUS tab (not the Attendance tab).
  4. After clicking the Census tab, click on the Census date.
  5. Only select students who have not attended.
  6. Once you have marked the Census information in the course section, click CERTIFY. 

Instructions

Accounting & Financial Services notifies all students who are dropped for non-attendance due to the census certification process. Students are told to contact their instructors if they wish to be reinstated. Reinstatement is at the discretion of the instructor.

If you choose to reinstate a student who was dropped for non-attendance, you (the instructor) must email the student’s name, ID number (if you have it), and course section that was dropped to registrar@moreheadstate.edu by the reinstatement deadline.
