Rhonda Blackburn
Rhonda Jennings Blackburn is an associate general counsel with Pikeville Medical Center, Inc. focusing primarily on risk management and litigation management.
Mrs. Blackburn was a trial litigator in private practice for 22 years prior to moving in-house in 2018. She is licensed to practice law in Kentucky and West Virginia.
In addition to her work with Pikeville Medical Center, Inc., Blackburn is also serving as president-elect of the Kentucky Bar Association (KBA). The KBA is an independent agency of the Supreme Court of Kentucky authorized the regulate the legal profession in Kentucky. Blackburn will be inducted as president of the KBA in July 2024. As an officer of the KBA, she serves as a member of the Board of Directors of Lawyers Mutual of Kentucky. She is a Life Fellow of the Kentucky Bar Foundation, which provides grants to organizations committed to strengthening our justice system and the legal profession.
Blackburn graduated summa cum laude from Morehead State University in 1992 with a bachelor of arts degree. She attended the University of Kentucky College of Law and earned a J.D. in 1996. She resides in Pikeville with her husband, MSU alum Erich Blackburn (1993), who is also an attorney. They have two children, Jules and Tom. Mrs. Blackburn’s term ends June 30, 2028.
